When you can’t (or don’t want to) dictate a reply on Apple Watch, use Scribble:

1. In a Messages or Mail reply, swipe up → tap Scribble.
2. Write letters with your finger. The text field converts handwriting on-the-fly.
3. Turn the Digital Crown to move the cursor and edit.

Works on any Apple Watch that supports watchOS 9+.
